Disability Rights Fund Announces Opening of Request for Proposals Process for 2017 First Round

BOSTON, MA – The Disability Rights Fund (DRF) – a grantmaking collaboration between donors and the global disability community which supports the human rights of persons with disabilities – announces a Request for Proposals (RFP) process for invited Disabled Persons’ Organizations (DPOs) from Indonesia and Ghana, as well as any DPOs from Haiti, Malawi and Myanmar. The deadline for submission of applications for funding is March 16, 2017.

The broad objective of the Fund is to empower DPOs in the developing world to use the United Nations Convention on the Rights of Persons with Disabilities (CPRD) to participate in rights advancement and inclusion in development.
Invited organizations from Indonesia and Ghana, as well as any Disabled Person Organizations from Haiti, Malawi, and Myanmar may apply as:
- a) Single organizations or partnerships for one-year Small Grants;
- b) State (in federal system), provincial, regional, or district-level DPO-led coalitions for two-year Mid-Level Coalition grants; and/or
- c) National DPO-led coalitions for two-year National Coalition grants.
Small Grants will range from USD 5,000 – 20,000 and will support efforts to increase DPO participation in decision-making on the CRPD and Sustainable Development Goals (SDGs) and to implement projects on specific CRPD articles or SDG goals. Mid-Level Coalition grants will range between USD 30,000 – 40,000 per year (USD 60,000 – 80,000 over two years) and will support advocacy for passage of specific legislation, policy, regulations, and/or ordinances to accord with the CRPD, advocacy to national or international agencies responsible for development planning to ensure that sub-national action plans and programs aiming to implement the SDGs are inclusive of persons with disabilities and use the CRPD as a guiding document, advocacy for governmental budgetary measures to implement the CRPD at the sub-national level, and/or advocacy for implementation of SDGs at the sub-national level in line with the CRPD. National Coalition grants will range from USD 30,000 to 50,000 per year (USD 60,000 – 100,000 over two years) and will support advocacy for ratification of the Optional Protocol (OP) to the CRPD (where not ratified), advocacy for the passage of specific national legislation to accord with the CRPD, the production of and/or follow up to Alternative Reports to the CRPD Committee and other human rights treaty bodies or reports to the Human Rights Council for the Universal Periodic Review (UPR), support for DPO engagement with national government SDG focal point and civil society SDG platforms to ensure national action plans, programs and monitoring frameworks aimed at implementing the SDGs are inclusive of persons with disabilities and use the CRPD as a guiding document, and/or advocacy to ensure formal inclusion of DPO representatives in national governmental implementation and/or monitoring of the CRPD.
With its sister fund, the Disability Rights Advocacy Fund – which supports advocacy for ratification and legislative change in DRF’s target countries – DRF has granted more than $20.2 million to 294 different organizations in 34 countries and additional regional and international organizations, since 2008.
DRF is supported by a variety of donors, including: the Ansara Family Fund of the Boston Foundation, the Joseph P. Kennedy Foundation, The Foundation to Promote Open Society, part of the Open Society Foundations and U.K. aid from the U.K. government. BOSTON, MA –Disability Rights Fund (DRF) – sebuah kerjasama pemberian dana hibah antara para donor dan komunitas penyandang disabilitas global yang mendukung terwujudnya HAM bagi para penyandang disabilitas – mengumumkan dimulainya sebuah proses Permohonan Proposal (Request for Proposals – RFP) untuk organisi dari, oleh dan untuk penyandang disabilitas (DPO) dari Indonesia dan Gana, serta juga DPO serta juga DPO dari Haiti, Malawi dan Myanmar. Tenggat waktu penyerahan permohonan pendanaan ini adalah 16 Maret 2017.
Organisasi yang tertarik disarankan untuk mempelajari kriteria kelayakan persyaratan dan detil tentang RFP selengkapnya di situs DRF di https://disabilityrightsfund.org/for-grantseekers/. Segala bentuk pertanyaan tentang proses Permohonan Proposal ini bisa diajukan ke info@disabilityrightsfund.org.
Tujuan umum dari DRF adalah untuk memberdayakan DPO-DPO di negara-negara berkembang untuk menggunakan Konvensi PBB tentang Hak-Hak Penyandang Disabilitas (CPRD) untuk berpartisipasi dalam memajukan hak-hak penyandang disabilitas dan ikut serta dalam pembangunan.
Organisasi-organisasi dari Indonesia dan Gana, serta juga organisasi dari, oleh dan untuk penyandang disabilitas dari Haiti, Malawi, dan Myanmar bisa mengajukan permohonan sebagai:
- a) Organisasi tunggal atau sebuah kemitraan untuk Dana Hibah Kecil satu tahun;
- b) Koalisi yang dipimpin DPO untuk tingkat negara bagian (untuk negara serikat), regional atau kabupaten/kota untuk Dana Hibah Koalisi Tingkat Menengah untuk masa dua tahun; dan/atau
- c) Koalisi Nasional yang dipimpin DPO untuk Dana Hibah Koalisi Nasional untuk masa hingga dua tahun.
Dana Hibah Kecil akan berkisar antara 5.000 – 20.000 Dolar AS dan akan mendukung usaha-usaha untuk meningkatkan keikutsertaan DPO dalam pengambilan keputusan tentang CRPD dan Sustainable Development Goals (SDG) dan untuk melaksanakan proyek yang secara khusus terkait dengan pasal-pasal CRPD dan tujuan-tujuan SDG. Dana hibah Koalisi Tingkat Menengah akan berkisar antara 30.000 – 40.000 Dolar AS per tahunnya (60.000 – 80.000 Dolar AS untuk masa dua tahun) dan akan mendukung kegiatan advokasi untuk menghasilkan legislasi, peraturan, kebijakan, dan keputusan di tingkat daerah yang sesuai dengan CRPD, melakukan advokasi kepada lembaga-lembaga nasional dan internasional yang bertanggungjawab untuk perencanaan pembangunan untuk memastikan bahwa rencana-rencana dan program-program di tingkat daerah yang bertujuan untuk melaksanakan SDG di tingkat daerah sesuai dengan CRPD. Dana hibah Koalisi Nasional akan berkisar antara 30.000 – 50.000 Dolar AS per tahunnya (60.000 – 100.000 Dolar AS untuk masa dua tahun) dan akan mendukung kegiatan advokasi untuk meratifikasi Protokol-Protokol Opsional CRPD (jika ada yang belum diratifikasi), melakukan advokasi untuk menghasilkan perundang-undangan nasional yang sejalan dengan CRPD, menghasilkan dan/atau melakukan tidak lanjut Laporan Alternatif kepada Komite CRPD dan badan-badan perjanjian HAM lainnya atau laporan ke Dewan HAM untuk kegiatan Kajian Berkala Universal (Universal Periodic Review – UPR), mendukung DPO untuk terlibat bersama titik fokus (focal point) instansi pemerintah dan kerangka kegiatan masyarakat madani untuk memastikan bahwa rencana-rencana aksi, program-program dan kerangka kerja pemantauan pelaksanaan SDG di tingkat nasional telah inklusi kepada para penyandang disabilitas dan menggunakan CRPD sebagai dokumen pengarahnya, serta/atau melakukan advokasi untuk diikutsertakannya perwakilan-perwakilan DPO di dalam pelaksanaan dan/atau pemantauan CRPD oleh pemerintah pusat.
Bersama organisasi keluarga kami, Disability Rights Advocacy Fund – yang mendukung kegiatan advokasi untuk peratifikasian dan perubahan perundang-undangan di negara-negara sasaran DRF – DRF telah mengucurkan lebih dari 20,2 Juta Dolar AS kepada 294 organisasi yang berbeda dari 34 negara serta juga untuk sejumlah organisasi regional dan internasional, sejak tahun 2008.

BOSTON, MA -Le Fonds pour les droits des personnes handicapées (DRF), partenariat de subventionnement entre les bailleurs de fonds et la communauté mondiale qui soutient les droits humains des personnes handicapées, annonce aujourd’hui son premier cycle d’appel à proposition pour les Organisations de personnes handicapées (OPH) invitées à participer d’Indonésie et du Ghana ; ainsi aue des OPH d’Haïti, du Malawi et du Myanmar. La date limite pour la présentation de demandes de subvention est le 16 mars 2017.
Les organisations intéressées sont invitées à réviser au plus tôt les critères d’admissibilité et les détails de la demande affichés sur le site Web du Fonds, https://disabilityrightsfund.org/for-grantseekers/. L’objectif général du Fonds est d’habiliter les OPH des pays en développement à avoir recours à la Convention des Nations Unies relative aux droits des personnes handicapées (CDPH) pour accroître leur participation à la promotion des droits et leur inclusion au développement..
La première phase d’octroi de subventions s’adresse aux organisations de personnes handicapées (OPH) invitées du Ghana et d’Indonésie, ainsi que toute organisation de personnes handicapées d’Haïti, du Malawi et du Myanmar en qualité de :
- a) Organisations individuelles ou partenariats pour le volet Petites Subventions pour une durée d’un an ;
- b) Coalitions à l’échelle de l’état (dans un régime fédéral), de la région, de la province, ou du district, dirigées par des OPH pour les subventions du volet Subventions pour coalitions de niveau intermédiaire pouvant couvrir deux années ; et/ou
- c) Coalitions nationales dirigées par une OPH pour des Subventions Volet Coalitions nationales pouvant couvrir deux années.
Les Petites Subventions vont de 5 000 à 20 000 USD et visent à soutenir les efforts de participation accrue des OPH à la prise de décision concernant la CDPH et les objectifs du développement durable (ODD), ainsi que la mise en œuvre de projets relatifs à des articles spécifiques de la CDPH ou des objectifs ODD. Les Subventions Volet Coalitions de niveau intermédiaire varient entre 30 000 et 40 000 USD par an (soit 60 000 à 80 000 USD sur la période biennale) et favorise l’adoption de lois ou de politiques spécifiques pour s’accorder à la CDPH et aux ODD à l’échelle sous-nationale (à savoir de l’état, de la province, de la région ou du district), ainsi que le plaidoyer en faveur de l’adoption de mesures budgétaires à ces niveaux de la part des gouvernements afin de mettre en œuvre la CDPH et les ODD. Les Subventions volet Coalitions nationales varient entre 30 000 et 50 000 par an (60 000 – 100 000 pour la période biennale) et favorise le plaidoyer en vue de la ratification de la CDPH et son protocole facultatif, l’adoption d’une législation nationale spécifique pour se conformer à la CDPH, la production ou le suivi de rapports de la société civile présentés aux mécanismes de suivi des droits de l’homme des Nations Unies (notamment le comité de la CDPH, d’autres organes des traités et le conseil des droits de l’homme) reports to the Human Rights Council for the Universal Periodic Review (UPR), support for DPO engagement with national government SDG focal point and civil society SDG platforms to ensure national action plans, programs and monitoring frameworks aimed at implementing the SDGs are inclusive of persons with disabilities and use the CRPD as a guiding document, and/or advocacy to ensure formal inclusion of DPO representatives in national governmental implementation and/or monitoring of the CRPD, des rapports à soumettre au Conseil des droits de l’homme en vue de l’Examen périodique universel (EPU), le soutien à l’action des OPH auprès des points focaux pour les ODD des gouvernements nationaux et des plateformes de la société civile pour les ODD pour garantir que les plans d’action, les programmes et les dispositifs de suivi à l’échelle nationale incluent les personnes handicapées et l’utilisation de la CDPH comme document d’orientation, et/ou le plaidoyer pour garantir l’inclusion formelle des représentants des OPH aux mécanismes gouvernementaux de mise en œuvre et/ou de suivi de la CDPH à l’échelle nationale.
Avec son organisation sœur, le Fonds pour la défense des intérêts des droits des personnes handicapées (DRAF) qui soutient le plaidoyer en faveur de la ratification et d’amendements législatifs dans les pays ciblés par le DRF, celui-ci a accordé plus de 20,2 millions USD à 294 organisations de 34 pays et à d’autres organisations régionales et internationales depuis 2008.
Le DRF reçoit le soutien de divers bailleurs de fonds, notamment : le Ansara Family Fund de la Boston Foundation, la Fondation Joseph P. Kennedy, la Foundation to Promote Open Society – membre des Open Society Foundations, et U.K. aid du Government du Royaume-Uni.
